How it actually works, in one paragraph
A swamp cooler pulls outside air through wet pads. Water evaporating off those pads absorbs heat from the air passing through, so the air arriving in your house is cooler and more humid. There is no refrigerant, no compressor and no sealed system - which is why it costs so much less to run and why there is so much less to go wrong.
The catch is in the physics: the drier the incoming air, the more water it can absorb and the more cooling you get. In Boise's dry summer air that is a lot. When a humid air mass moves in, the same machine has less room to work with and the house feels muggy rather than cool. Nothing has broken.
